[Help] What's this reddish to orange stuff coming out of my dog's eye and mouth? Blood??

So i just came to visit my dog at my Mom's house, I'm feeling quite upset on what I've seen.He has deep reddish to orange marks that seems to be coming out of his eyes and mouth. I don't know what it is, but my Mom isn't home for awhile to tell me what happened.But is this blood? It's thick and it's hard for my to wipe it off with cleansing tissues. It's sticky and my dog keeps acting irritated by it, constantly trying to scratch it off and such.My mother lives with a bunch of roommates and kids, I suspect something happened to him, I'm quite flustered right now.
