[Help] I'm at my wits end trying to walk my dogs. They're so badly behaved and it embarrasses me.

I have a 35ish pound blue heeler/German shepherd mix and a 14 pound min pin/jack russel mix. They are both 2 years old. They're very high energy so I like to take them for walks. But I'm finding myself just being extremely angry at them and we cut our walks super short because they just cannot behave. It's less of a walk and more of dragging me. Ive tried the whole "stop when they start pulling and start when the loosen up". Doesn't work. My boyfriend and I even take them separately sometimes and try to walk them separately and keep that same technique. Nothing. They bark at everything (especially the little one) and if they see a squirrel or something, the 35 pound one will practically try and drag me toward it. And she's strong and it takes pretty much all my might to stop her. It's exhausting and I feel like we can't get a good walk in without me expending all of energy in 5 minutes trying to keep them in line. Is there any hope? via /r/dogs http://ift.tt/2rRFXuc
