[Vent] Is he considered abandoned yet?

My less than responsible neighbor has gone somewhere. He left some time Friday and has not returned. He has a beautiful, large, intact male pitbull that he tethers during the day when he's home but when he's not, he lets run free.This dog is sweet and submissive but a pain in my ass when I'm trying to leave the house and he's off leash. He waits at my gate for me to unlock and open it so my car can get out and he runs into my yard. It has been discovered, b/c of this, that my dog does not like him and I'm afraid if this continues there will be a fight.He also approaches people in front of my gate, say UPS and FedEx. I always tell them, if I'm there, that this is not my dog but they pet him and say they love dogs. That's great, until he's not nice one day and snaps at someone on my property.Back to my overall vent. This dog is hungry. I have been feeding him under his shed for two days. He has water. We're on day three. Can I turn him over to animal services at this point as an abandoned dog? I live in the country. He is not safe roaming around and I personally don't want the liability when he's on my property. And I certainly don't want him entering the fenced area of my home and aggravating my dog.I was considering giving him one more day and a piece of my mind if he does come home today.
