[HELP] Neglected nearby neighbor dog. What would you do?

So I keep having this sweet old black lab come say hi while on my deck, he usually seems pretty thirsty and hungry, he wonders around alone and has really bad arthritis, yesterday I met his owner while bringing him home, seemed like an asshole who didn't want to be annoyed by the fact he owns a dog Ya think it would be wrong to steal (adopt) his dog? via /r/dogs http://ift.tt/2rDjikk
